Decoy And Felgrand? Yu Gi Oh?

In my friends deck, he runs dragon type monsters. we were wondering if decoy dragons effect would apply to a felgrand dragon that was discarded (not on the field first)? decoy dosent say you CAN it MAKES you special summon a lvl 7 or higher dragon in the graveyard.... plz get back to me as soon as you can...
