Why can't criminals fight crime instead of only people with no criminal record?

Wouldn't a former drug addict be more enthusiastic about taking drugs off the street than some want to be cop with out a criminal record? Ex hookers would be better decoys than some girls who are cops because of a court order to hire women? Why don't they order ex criminals be hired to fight crime?
