Is 1 3/4 lbs heavy for a fixed gear track frame?

I am looking into buying a new track frame and I came across the masi speciale fixed gear track frame ltd. I was talking to the seller on ebay and the frame by itself weighs 1 3/4 lbs. Is that considered heavy for a track frame??
