In Fire Emblem Shadow Dragon, I gave Elice the Aum staff but she cant use it!?

She is of the right class and everything. I have never killed off any of my units except for one unit that we absolutely had to sacrifice at the starting of the game as he had to become a decoy. Why cant I revive him?
