Rate my gaming PC specs and tell me what needs upgrading!?

I think it's a bit harsh to refer to the machine as crappy! It's got windows 7 so it's clearly quite new and it has a Pentium Dual-Cor CPU. It also has 4 gig of RAM. Those three things alone probably set it apart from a lot of machines. But the suitability for gaming will depend on whether it has a decent graphic's card. If the machine is a laptop, it's unlikely to have a very high spec one as laptops are not generally designed for gaming.
